Swachh Bharat Mission (SBM)

The Swachh Bharat Mission (SBM), launched on October 2, 2014, is a nationwide initiative by the Government of India to achieve universal sanitation coverage, eliminate open defecation, and promote cleanliness across urban and rural areas.

Objectives:

• Eliminate Open Defecation: Ensure access to individual household toilets.
• Solid Waste Management: Promote efficient waste segregation, collection, transportation, and processing.
• Behavioral Change: Create awareness about hygiene and cleanliness.
• Clean Public Spaces: Maintain cleanliness in streets, markets, tourist spots, and workplaces.

Swachh Bharat Mission (Urban) Focus Areas:

• Urban waste Management Ensures efficient management of urban solid waste and . Urban sanitation.
• Public & Household Toilets – Promote construction & maintenance of public toilets and household toilets, especially for the urban poor.

Swachh Bharat Mission

Swachh Bharat Mission 2.0 (2021-2026): The mission has been extended as Swachh Bharat Mission 2.0, with the following focus areas:

• Aachieving ODF (Open Defecation Free) Plus status by sustaining ODF towns.
• Strengtheing solid and liquid waste management systems.
• Special focus on plastic waste management and biodegradable waste composting.

Used water Management:

Used Water Management (UWM) is a critical component of Swachh Bharat Mission (SBM) 2.0, aimed at managing and treating wastewater in urban areas to ensure environmental sustainability and public health. It focuses on the proper treatment, reuse, and disposal of used water (including greywater and blackwater) to prevent water pollution and resource wastage.

Currently, 06 DPRs covering 08 cities worth Rs. 151.41 Crs is under consideration

Legacy Waste Dump Site Remediation is Another key initiative under Swachh Bharat Mission (SBM) 2.0,is Legal Waste Dump Site Remediation. It aims at addressing the environmental and health hazards caused by old, unprocessed solid waste accumulated in urban dump sites over decades. This initiative aligns with the mission’s broader goal of achieving Garbage-Free Cities (GFC).

What is Legacy Waste?

Legacy waste refers to old municipal solid waste that has accumulated in dump sites over years. It typically includes:

• Biodegradable waste
• Non-biodegradable materials (plastics, metals, glass)
• Construction and demolition debris
• Hazardous materials

These dump sites often emit harmful gases, leach toxic substances into the soil and groundwater, and pose significant environmental risks.

Legacy Waste

Status of Legacy Waste Remediation in Uttarakhand

• 14 DPR of 13 ULBs has been approved by MoHUA, GoI under SBM 2.0
• Fund received for the remediation of 08 dumpsites of 07 ULBs (Dehradun-, Haridwar-2 sites , Roorkee, Rishikesh, Kotdwar, Kashipur, Haldwani).
• Fund awaited for the remediation of 06 dumpsites of 06 ULBs (Rudrapur, Bazpur, Sitarganj, Almora, Srinagar, Uttarkashi)
• 01 DPR of covering 01 ULB is under review at MoHUA, GoI for approval (Manglour).
